Southern States restricted African American voting rights in the 1890's by making a poll tax which was later deleted by the 24th amendment. Southern states made African-Americans pay money or taxes in order to vote and the South knew that after the Civil War the former freed slaves were poor and that meant they could not pay the poll tax which also meant that they could not vote. That was a restriction of African American voting rights.
