The answer is that Warren said that Miranda did not know he could refuse to incriminate himself but he just did it.

As stated by him, the right to be silent is for the person who is in custody and designate a person to represent him or her. If She or he does not have money to pay for a representative or attorney, so in that case, the government will provide one.
