I think the answer is Congress, but I'm not 100 percent sure on that.

The constitution limits the executive branch from declaring war by giving that power to THE LEGISLATIVE BRANCH.
The constitution divides power among the arms of government in order to prevent excessive power on any one side. The power to declare war on another country is given to the legislative branch of the US government.
