The answer you are looking for is, D. 4.9 ⋅ 10−4.
The exponent had to have been negative because 0.00049 is a decimal, and the exponent had to have been 4 because (here's a trick) you count how many zeros there are in 0.00049. There are 4. Thus, you  have your answer.
