You have to be able to take the words written down and put them into mathematical symbols.  The word "is" means =, the word "of" means to multiply, "what number" is x, your unknown.  So translating that from words to an equation looks like this: 19 = .06x.  Divide both sides by .06 to get x = 316 2/3
