From second: x = 11+2y, now replace it in the first one:
-7(11+2y)-2y=-13
-77-14y-2y=-13
-16y=-13+77
-16y=64
y=64/(-13)
y=-4.92

x-2*(-4.92) = 11
x+9.84=11
x=11-9.84
x=1.16
