What were two failures from the first attempt by the United States to create a nation/government?

The United States originally made the Articles of Confederation, purposefully creating a weak government for the states as they were afraid of an overpowering central government. The government through the Articles had no power to enforce taxes, so there was no way of funding federal activities. Failures resulting from this weakness was the inability to create an efficient army (funded by taxes) or pay off national debt (also funded by taxes).
