The Hue and Cry method was a good policing system because if a criminal was running down the street, then other bystanders and people of the village could cry out something like "wolf" or "thief" to help the police identify and catch the criminal. It made the police be able to follow the cries, and if people were physically able to follow the criminal they could run and do a "citizens arrest" and wait for police to arrive.
