From the question we are told that

   The mass of the block is  m  =  2 kg

Generally the magnitude of the buoyant is equivalent to the weight of the block

Hence the buoyant force is  

     [tex]F_B  = m *  g[/tex]

=>   [tex]F_B  = 2 *  9.8 [/tex]          

=>   [tex]F_B  = 19.6 \ N[/tex]
