The function can be expanded as follows:
[tex]y=3\ cos(4\theta+240)-2[/tex]
The phase shift is:
[tex]\frac{240}{4}=60\ degrees[/tex]
The period is:
[tex]\frac{2\pi}{4}=\frac{\pi}{2}[/tex]
