Answer: The water pools on the top of clay layer.

Explanation:

Water percolates through the permeable layer of soil deep inside the earth. The water then reaches the clay layer which holds the water there only and  will form a pool.

Its hard for the water to penetrate through the layer of clay and the vertical movement of water is hindered and then it starts flowing in a horizontal way and reached the nearby water bodies.
