The United States government's goal was to ensure navigation with the investment of one billion dollars in the Oklahoma rivers.

The project was of great importance, and the government of the United States wanted to make sure that the rivers in Oklahoma can be navigated, thus used in multiple purposes that are of great economic importance. This project included the construction of three strategically well placed modern locks and dams between Shreverport and Denilson.
