When multiplying the same bases with exponents, you add the exponents. When dividing you subtract the exponents.

Let's solve this problem from left to right.

[tex] b^-^5 \times b^3 \div b^-^2 [/tex]

Multiplication first: [tex] b^-^5 \times b^3 = b^-^5^+^3 = b^-^2 [/tex]

Division next: [tex] b^-^2 \div b^-^2 = b^-^2^-^(^-^2^) = b^0 = 1 [/tex]

because anything to the 0 power equals 1^.

Your answer is [tex] \boxed {1} [/tex].
