For this case we have the following equation:
 [tex]4x - 3y = -1 [/tex]
 We can rewrite the equation in the standard form of the line:
 [tex]y = mx + b [/tex]
 Rewriting we have:
 [tex]3y = 4x + 1 [/tex]
 Clearing y we have:
 [tex]y = (4/3) x + 1/3 [/tex]
 We observe that we have a line with slope 4/3 and with a cut point with the axis y equal to 1/3
