The ratio is that for every mile, Tara runs 3 laps. 

We can split the miles into thirds. 

1/3 of a mile = how many laps?

If we divide 1 by 3, then we divide 3 by 3 too. 

3/3 = 1. 

So, 1/3 of a mile = 1 lap.

2/3 of a mile = 2 laps.

3/3 of a mile (one mile) = 3 laps. 

Therefore, the answer is 2 laps.
